Several IAS officers hold two or more posts
Srinagar, June 14: Jammu and Kashmir is witnessing unprecedented adhocism in manning key bureaucratic and administrative positions these days as several officers are presently holding additional charge of different administrative departments and bodies.
This is for presumably for the first time in past two decades when such a situation has arisen in governance structure of Jammu & Kashmir. The peculiar situation has arisen due to superannuation of a number of IAS officers and transfer of a few of them to newly carved out Union Territory of Ladakh. Apart from these factors, 10 IAS officers are presently on deputation with central government.
Even as three native officers are on inter-state deputation to J&K cadre, the list of bureaucrats holding more than one post is only growing. If the Union Home Ministry’s latest order on transferring officers from J&K to Ladakh UT is implemented, the number of IAS officer of J&K cadre in Ladakh will go up to six.
According to details available, Bipul Pathak, who is Principal Secretary to Lieutenant Governor, is holding additional charge of two administrative departments and two CEO-level positions.
Pathak is functioning as administrative secretary of Science and Technology and Information Technology departments.
The 1992- batch IAS officer is also discharging responsibilities of chief executive officer of Jammu and Kashmir Energy Development Agency (JAKEDA) and Jammu and Kashmir e-Governance Agency(JAKeGA).
Senior IAS officer, Dheeraj Gupta, who is principal secretary, Housing and Urban Development Department, is also holding additional charge of Principal Resident Commissioner J&K Government and & charge of smart cities and Metropolitan Region Development Authorities for Jammu and Srinagar.
Pawan Kotwal, who is Principal Secretary Revenue department, is also entrusted with two other positions- Financial Commissioner Revenue and Inspector General Registration department.
The department of registration was created days before bifurcation of J&K into Union Territories owing to changes in legal framework governing registration.
Rohit Kansal, who was appointed as Principal Secretary of Power Development Department last month. But he is still burdened with responsibilities of administrative secretary of Information department, Managing Director , Power Development Corporation Limited, Managing Director, J&K Power Corporation Limited and Coordination with Government of India.
The top most Kashmiri bureaucrat Asgar Samoon, who is Principal Secretary School Education, has also been entrusted with responsibility of Skill Development department.
Navin Choudhary, who is administrative secretary of Animal and Husbandry Department, is also saddled with additional charge of Agriculture, Horticulture and Cooperative departments.
Shaliendra Kumar, who is principal secretary Socail Welfare department, is also holding charge of Public Works(R&B) and Tribal Affairs department.
Manoj Kumar Dwivedi, commissioner secretary Industries and Commerce, is also entrusted with responsibility of managing director of J&K Trade Promotion Organisation.
Even Hirdesh Kumar, who is Chief Electoral Officer of J&K, was allocated additional charge of Transport department after Election Commission of India gave its nod for the same.
Raju, who is administrative of Planning Development and Monitoring department, is assigned with additional charge of Hospitality and Protocol, Estates department, Civil Aviation Department and Managing Director Jammu and Kashmir Projects Constriction Company Limited and secretary Grievances.
Simrandeep Singh, who is in-charge administrative secretary department of Disaster Management, Relief, Rehabilitation and Reconstruction is also holding additional charge of admin Department of Food, Civil Supplies & Consumer Affairs.
Farooq Lone, who is administrative secretary General Administration Department, is also Director General, J&K IMPA&RD.
Deputy Commissioners of Srinagar and Jammu are also holding charge of Chief Executive Officers of respective smart cities of both the cities.
Syed Abid Rashid, who is additional secretary Finance department, is also holding additional charge of Chief Executive Officer of Mission Youth and Chief Executive Officer, J&K Economic Reconstruction Agency—(KNO)
